UNRWA: United Nations Relief and Works Agency for Palestine Refugees in the Near East

UNRWA is a United Nations agency dedicated to providing assistance and support to registered Palestine refugees. Established on December 8, 1949, by UN General Assembly Resolution 302 (IV) in the aftermath of the 1948 conflict, UNRWA’s mandate is to provide direct relief and works programs for Palestine refugees.

Mandate and Services

• Mandate Renewal: The UN General Assembly has repeatedly extended UNRWA’s mandate, most recently until June 30, 2026, to serve “Palestine refugees.”

• Definition of Palestine Refugees: Those whose normal place of residence was Palestine during the period of June 1, 1946, to May 15, 1948, and who lost both their homes and means of livelihood as a result of the 1948 conflict. This definition includes descendants through the male line.

• Additional Services: In addition to Palestine refugees, UNRWA offers services to other specified persons in its areas of operations who require humanitarian assistance, particularly those displaced following the 1967 conflict and subsequent hostilities.

Funding and Operations

• Funding: UNRWA is primarily funded by voluntary contributions from UN Member States, with some funding from the UN Regular Budget.

• Services Provided: Education, healthcare, relief and social services, camp infrastructure maintenance and improvement, microfinance, and emergency assistance, including during armed conflicts.

Operational Details

• Current Reach: Approximately 5.9 million Palestine refugees are eligible for UNRWA services, with over 1.5 million living in 58 registered refugee camps across Jordan, Lebanon, Syria, Gaza Strip, and the West Bank, including East Jerusalem.

• Staff and Offices: With headquarters in Amman and Gaza, UNRWA operates through representative offices in its areas of operation, including Jordan, Lebanon, Syria, West Bank (including East Jerusalem), and Gaza, employing 13,000 staff and being the largest UN agency in Gaza.
